I determined the size by comparing the measurements to similar skirts. Black and white stripe is horizontal on the waistband and diagonal on the skirt. Cute skirt to be more modest. Pair it with black or white or even red or fuchsia pink for a contrast. The original intention of this skirt was not for swim wear, but polyester fabric holds up much better in swimming pools. Although the waist measurement is 29 inches I suggest it for a 31 inch or larger waist when wearing in the water. Swim wear stretches in the water and so this would probably not stay on a 30 inch waist. If wearing as a skirt it works for the 30 inch waist.
